Primary Position Purpose
The Manager, Advocacy, is primarily responsible for the county, state, and federal affairs of the Chamber. The position is charged with engaging business leaders and elected leaders at these levels of government through key organizational initiatives by developing frequent communications, organizing meetings and events, and advancing regional and policy priorities. The Manager, Advocacy is tasked with leading county affairs for the organization while coordinating with other Chamber colleagues on federal & state affairs and economic development initiatives.
Essential Duties & Responsibilities
- Management of the Southeastern Pennsylvania Business and County Partnership, a regional collaboration of business leaders and elected local officials that aims to advance economic development initiatives, advocacy priorities, and quality of life issues, including:
- Convening, preparing, presenting, and executing Southeastern Pennsylvania Business and County Partnership quarterly meetings and programs;
- Coordinating with the Chamber’s state and federal affairs lead(s) to develop a regional, state, and federal advocacy agenda that will advance priorities of the Partnership through regional cooperation
- Engagement of county economic development staff in coordination with the Chamber’s business attraction and regional promotion efforts, including quarterly meetings with county economic development staff on shared messaging, regional response to inbound projects, and support for expanding existing companies located within the region
- Organize consistent programs, gatherings, events, and communications that showcase the regional program of work, progress, and achievements to a broader audience
- Cultivate and strengthen relationships with county elected leaders and business leaders through participation in County Council and Board of Commissioners meetings, local gatherings and events, fundraisers, ribbon cuttings, etc.
Federal and State Affairs
- Outreach and participation in meetings with federal and state lawmakers and government affairs leaders on the advocacy priorities of the Chamber
- Drafting weekly communications and updates to the Chamber’s membership in coordination with marketing and communications team to increase issue awareness
- Issue briefing materials and calls to action; letters of support for member projects; and testimony and correspondence to federal and state lawmakers
- Support virtual and in-person programs, events, and gatherings featuring federal and state government officials or subjects
- Monitor and track federal and state policies, investments, and legislation
- Advance policy priorities in coordination with the organizational lead(s) for the Chamber’s federal and state government affairs
- Support the activity of the Chamber’s political action committee
Internal Advocacy Operations
- Lead a cross-functional internal team of various business unit representatives to execute the operations of the Chamber’s advocacy work specific to federal, state, and county initiatives, including:
- Drafting internal meeting agendas, managing team tasks, summarizing meeting outcomes, and tracking meeting actions.
- Serving as the point of contact for federal, state, and county initiatives to other business units, in particular, Programs & Events and Membership Engagement Business Units, for sponsorship, membership upgrades, program content support, and communicating/relaying program of work:
- Support signature advocacy events of the Chamber, including the Governor’s Event, Pennsylvania Legislative Reception, Southeastern Delegation Reception, Congressional Staff Luncheon, as well as several roundtable discussions with state and federal lawmakers
- Review advocacy sponsorship proposals, developing sponsorship prospect lists, and supporting sponsorship requests
- Bachelor’s degree with 5-7 years of relevant work experience; experience in association management, project management, and/or government affairs preferred
- Ability to spend a percentage of work time traveling between the five-county southeastern Pennsylvania area. Travel to Harrisburg, PA and Washington, D.C. may be required on a quarterly basis
- Exceptional interpersonal abilities with proven ability to develop strong relationships and manage a deep business network
- Professional written and verbal communication skills
- Detail-oriented, possessing the ability to manage multiple projects independently and prioritize responsibilities
- Ability to manage projects and teams in a productive and timely manner
- Strong research skills and knowledge of the Greater Philadelphia regional economy preferred
- Computer proficiencies in Windows, MS Office - including Word, Access, Excel and Outlook
- Strong work ethic and approach to responsibilities and projects

The Chamber is currently working in a hybrid work environment that allows for a flexible work schedule. When in the offices, this individual will work in a typical office environment. On a standard workday, the majority of time is spent sitting at a desk, using the computer and speaking on the phone. However, at times, this role will be required to attend Chamber events or related outside meetings/events on behalf of the Chamber. These meetings/events may take place outside of regular business hours and outside of center city Philadelphia.
