JOB OVERVIEW:

HPC’s Program Manager, Outreach and Engagement leads the strategic development and implementation of communications, marketing, outreach, and engagement strategies to communicate HPC’s mission, vision, and services to partners, funders, donors, program participants, community members, and the general public.  This role is critical to establishing HPC’s brand, increasing HPC’s visibility, and advancing HPC’s strategic goal of being clearly recognized in the communities and settings where we work. Primary responsibilities include: 1) establishing effective and coordinated strategies for communications, marketing, outreach, and engagement across HPC programs;  2) managing HPC’s websites, newsletters, and social media accounts in an integrated manner; 3) identifying, coordinating, attending, and managing staff attendance at community-based outreach events hosted by HPC, PHMC, and partners 4) leveraging outreach strategies to support the success of HPC’s fundraising efforts (e.g., campaigns, grant seeking) 5) supporting the development of print media, marketing, and graphic design in collaboration with PHMC Communications; 6) providing training and professional development related to outreach and engagement to staff as needed; and 7) tracking and reporting progress on outreach/engagement efforts. The Program Manager will work across the organization, interfacing with all seven HPC/HPS departments and various teams (e.g., Operations, Leadership) to ensure coordination of efforts and appropriate promotion of services.

RESPONSIBILITIES:

Program Management

  • In partnership with HPC leadership, create and implement strategic communication plans to support HPC’s marketing, outreach, and engagement efforts.
  • Manage an optimized marketing distribution strategy for focused marketing to multiple domains, including management and curation of email distribution lists.
  • Create and implement a metrics-driven communications strategy using Hootsuite, Sprout Social, Google Analytics, Google Webmaster Tools, and other digital media data.
  • Maintain and track outreach data, including dates and types of events, number of individuals reached through group or one-on-one communication, and referrals made.
  • Understand principal service offerings for each of the HPS/HPC departments, and work across the organization to identify community outreach and engagement needs and opportunities to support program growth.
  • Lead the development and implementation of strategies to support targeted, culturally-responsive outreach and engagement of community members for participation in HPS/HPC programs and services.
  • Where appropriate, identify and recruit community members for advisory group participation and other roles to facilitate targeted, culturally-responsive, and respectful bi-directional engagement of communities served through programming.
  • Manage and refine website content and social media channels (.e.g, LinkedIn, Instagram, Facebook, X/Twitter) in an integrated manner.
  • Facilitate partnership development to support strong service network for communities we serve.
  • Liaise and coordinate with PHMC Communications, Community Engagement, and Government Relations.
  • Apply theoretical models, evidence, and knowledge of principles and practices of population/community health, health disparities and chronic diseases in outreach and recruitment efforts for programs and services.
  • Edit and format all print and digital media (handouts, promotions, brochures, signs) to adhere to branding guidelines and to ensure materials are culturally appropriate for diverse populations, especially for those with limited reading and English skills.
  • Support the development of audio-visual work, webinars, and PowerPoint presentations as needed.
  • Maintain the highest level of confidentiality to ensure trust among consumers and PHMC/HPC.
  • Actively participate in HPC management team meetings and Board of Directors meetings.
  • Participate in internal and external stakeholder meetings as required.
  • Develop training programs and materials for project staff and volunteers.
  • Conduct community outreach and education as needed.

Supervision/Leadership

  • Lead and direct the development of communications, marketing, and outreach strategies for individual departments and the organization as a whole
  • Support staff in defining priorities, deadlines, and resolving any program challenges.
  • Assist with program hiring and oversee training and orientation of new program staff.
  • Assist with publicizing program and program outcomes, including abstracts, posters, and presentations.
  • Provide mentoring to staff to foster professional and personal growth.
  • Write and conduct annual staff performance management reviews in a timely manner.
  • Communicate formally on a weekly basis with supervisor.
  • Train staff on best practices for social media, public speaking, PowerPoint presentations, and other communications.
  • Assist staff in use of program materials, written forms, assessments, referral forms, and other written documentation.
  • Provide support to staff when new approaches to improve program delivery, content, and/or evaluation are implemented.
  • Enforce organizational policies and procedures.

 

REQUIRED  EXPERIENCE:

  • Three to five years of professional work experience required. A Master’s degree may be substituted for two years of experience.
  • Successful writing, communications, website/social media content management, and project management experience required.
  • Experience leading, developing, and implementing a comprehensive marketing and communications strategy
  • Experience in a role that supports multiple departments and/or teams preferred.
  • Experience with graphic design preferred.
  • Experience in data collection/entry and evaluation monitoring
  • Experience with fundraising efforts for community health or related field
  • Experience working with diverse populations and low-income individuals

SKILLS:

  • Excellent written, oral, and visual communications skills
  • Excellent copy editing/proof reading skills and knowledge of AP Style
  • Ability to communicate clearly and effectively with a wide variety of internal and external audiences
  • Ability to work effectively independently and in a team environment with staff at all levels of the organization
  • Expert project management skills
  • Knowledge of Microsoft Office (Outlook, Word, PowerPoint, Excel, Teams)
  • Facility with Adobe Creative Cloud (InDesign, Photoshop, Illustrator)
  • Social media management and content development (Facebook, X/Twitter, LinkedIn, Instagram, Sprout Social, Hootsuite)
  • Familiarity with web development and open-source content management systems (preferably Joomla)
  • Ability to work outside “normal business hours”; evenings and weekends are required.
  • Knowledge of health and social service agencies and resources in the Greater Philadelphia region
  • Excellent organizational skills, multi-tasking, prioritization, attention to detail, and ability to manage multiple projects at one time with successful results
  • Ability and willingness to take initiative and advocate for client and community strengths and needs
  • Willingness to travel throughout the greater Philadelphia region.
  • Bilingual Spanish and English a plus.

 

REQUIRED EDUCATION:

Bachelor’s degree in public health, public policy, social work, communications, marketing or related field.

Monday through Friday, 8:30 am - 5:00 pm, flexibility needed for some evenings and weekends.

SALARY GRADE: 19
