Position Function:

The Rapid Service Response Program Supervisor is responsible for the smooth and effective operation of all aspects of the Rapid Service Response Program. The Program Supervisor is responsible, in cooperation with the Director of Community Life, for the recruitment, training, supervision and support of Rapid Service Response Case Managers and Case Aides. The Program Supervisor is responsible for
ensuring the development, implementation and monitoring of effective service plans for the families served. To assure continuous program quality and compliance with licensing and regulatory agencies
the Program Supervisor, in cooperation with program team members, is responsible for developing new and revising existing policies and procedures. The Program Supervisor is also responsible for program development and evaluation.

Education/Experience Requirements:

Masters Degree in Social Work or a related field, at least two years of supervisory experience and at
least four years of experience working with children and families preferably in the child welfare system.
Knowledge, Skills and Abilities:
• Must be knowledgeable about and supportive of CVCA’s mission, vision and programs.
• Must be knowledgeable of regulatory requirements related to the delivery of services to
children and families for the Rapid Service Response program.
• Must have strong interpersonal skills, ability to maintain positive and professional relationships
with co-workers, supervisors, individual children/ families, representatives of outside agencies,
and the general public.
• Must have expertise in group facilitation, coordination and management; coordination and
oversight of multiple projects; superior project management and time management skills;
excellent oral and written communications skills.
• Valid driver’s license from the state in which you reside in and proof of car insurance, daily
access to vehicle.

Essential Job Functions:

Major highlights of the position requirements are noted below. Additional responsibilities may be
assigned as required.
The Program Supervisor is directly responsible for delivery of services in the Rapid Service Response
Program in accordance with Performance Standards, coordinates intake, supervises five Case
Managers, and insures the smooth operation of all aspects of the Rapid Service Response Program.
The responsibilities of the position follow:
• Must pass CPR and First Aid Training.
• Must pass Safe and Positive Training.
• Responsible for timely, periodic submission of all required clearances and physicals.

Quality Assurance Responsibilities:

• Directly monitor and guide the activities of Rapid Service Response team members via regular supervisory sessions, weekly team meeting and 24 hour crisis intervention availability.
• Review and monitor case records periodically to assure compliance with standards.
• Periodically meet with families that are receiving services to evaluate service delivery.
• Participate in Beginning, Middle and Ending meetings with Rapid Service Response Case Managers and Aides.
• Provide the Director with monthly program reports.
• Provide direct services to families in accordance with Performance Standards in the event that
their assigned Case Manager leaves the agency until another, permanent Case Manager can
be assigned.

Team Member Maintenance and Development Responsibilities:

• Recruit, screen and hire Rapid Service Response Case Managers and Case Aides.
• Develop and implement orientation and on-going training for Case Managers and Case Aides.
• Complete written case record reviews.
• Complete written probationary and annual evaluations for Rapid Service Response team
members.
• Decide when the continuation of probation is appropriate and approve the removal of
probation for Case Managers and Case Aides.
• Recommend to the Director when termination of employment is appropriate.
• Review and monitor the weekly schedules for Case Managers and Case Aides.
• Approve vacation days, personal business days and other time off for Case Managers and
Aides.
• Conduct team meetings for all team members in the Rapid Service Response Program.
Intake Responsibilities:
Notify the DHS Supervisor of any anticipated openings within the Rapid Service Response program;
Obtain referral material from the DHS Workers in the unit of the Department of Human Services that
Carson Valley Children’s Aid is assigned to work with;
Assign a Case Manager to the case and review referral material with the designated individual;
Arrange and participate in an intake assessment at the family’s home with the assigned DHS
worker within 24 hours;
Obtain signatures and complete necessary forms to begin case record;
Update agency census to reflect all new admissions;
Provide written reports tracking the status of agency referrals to the Director monthly.
Fiscal Management Responsibilities:
Assure continued family enrollment by acting on referrals in a timely manner;
In conjunction with the Director develop annual Rapid Service Response Program budgets that
are financially prudent;
Assure that the Rapid Service Response Program remains within budget and remedy budget
problems when necessary.

Licensing Compliance Responsibilities:

Be familiar with all relevant licensing procedures for the Philadelphia Department of Human
Services and the State Department of Public Welfare;
Insure case records contain all required documentation;
Develop and monitor internal program evaluation procedures
Participate in evaluations by external agencies;
Assist in the development of new and the revision of existing program policies and procedures.
Liaison Responsibilities:
Represent the agency on select committees related to in home services;
Attend conferences and workshops related to the provision of in home services;
Serve on the administrative committee of the agency.

Training Requirements:

• All new hires are required to go through mandated orientation.
• Comply with Agency Annual Training requirements
• Part time team members training requirements will be pro rated according to the hours
worked.

Work Environment and Primary Work Locations:

• Primary Work Location is Allegheny West. (2300 W Allegheny Ave. Phila, PA 19132)
• Family engagement and visits occur within the community.

Physical Considerations:

• Moderate physical exertion required.
• Ability to maintain composure in crisis situations with youth and adults, ability to restrain youth
physically and in accordance with accepted agency guidelines.
